It's not just an issue of a bad seal. This is really no more than a dust seal to keep contaminants OUT of the pump. This pump makes in excess of 100psi, that little seal isn't going to hold that kind of pressure in. Most of the sealing is done by the close fit of the shaft to the housing.
Best bet? Replace the pump. Atomization will be much better and the nozzle will produce a better spray pattern. Plus, the new style pump is much more robust than the older one.
