Always start with the simple stuff like filters and fluids. Make sure the racor bowl is full to the top when you change it. Don't forget to check the air filter too.

When you say you replaced the shower valve do you mean the mixing valve? That would have been my first guess as to the problem, was the issue that fixed mine when I had the same issue years ago.
