It's called current sinking. The ground is switched, when the switch is open, both terminals will be hot with respect to ground. I have not looked at the schematic to see if this is the case.

You do not drain the AquaHot to check the thermostats. There is an access panel right above the burner. Remember, all of this is under the Stainless cover around the burner.
