Yes they are held with 2 clips towards the end. Long flat blade screw driver between clip and shade, twist ¼” and at the same time twist the shade down and outwards or to you.

Unscrew lock knob on top, slide a washer over the rod and screw the knob back on. This will keep the knob from pushing down again. Temporary fix until you do what Randy says.

Harbor Freight has them chisels for $10. Steamer works better than heat gun and want bubble the paint. Heat gun can bubble if you are not real careful and holding a good distance away from the paint....
