Have you puttered with the throttle valve cable connected to the modulator? That is what controls up shift timing. Incorrect adjustment can limit throttle opening too, just saying.

I second that, did the same to the Prison bus, all new brakes, not close to enough whoa power, however a retrofit to hydro-boost would be an improvement. Best bet, drive slow and look wayyyyyyy...
