I think the retarder control valve is spring...

I think the retarder control valve is spring loaded so that it retracts into the valve body on it's own and that the air cylinder just pulls it up.

I have however, seen a defective keyless lock module in a Bird.

Here’s a picture of one from a friend’s 99 LXi....

I know you said a 1 ½ inch bolt won’t fit the hole but if it’s one of the bolts that it appears you’re talking about, I think you’ll find that they are 1 ½” bolts.
