I know it sounds strange, but have you tried it when the door was closed? Just checking, I found out on the WB that I worked on that the door had to be closed otherwise the door lock would not work....

In my professional opinion, I agree, tap it with a hammer when you put power on it. Also sometimes they tighten the case bolts too much, I have loosened them and tapped the motor and it gets going.

You can check the metal body of the motor to the wires and that should read open or infinite...

I concur with Jim, have the capacitor checked. Will save you quite a bit and plus those old units are probably better than the new ones any way.
