Altitude is your issue.
Boise is at 2800 feet, and climbing a mountain with an NA 3208 will be tough. Gear down and go slow when climbing. Yup, you may need to stop to cool down as well. Black smoke means too much fuel and not enough air. That is to be expected with an NA at higher altitudes.

Also, they are probably pumping 'Winter blend' diesel by now and that has a little less power.
