It would be cool to have more info, but I understand, don't risk life and limb crawing under that thing. It's curious that your wheel weights are so different (left to right), but without knowing the suspension geometry it's hard to make an educated guess. I have my doubts about adjusting HCV's to correct the imbalance, there's simply too much flex in the frame, and more than likely, on at least one axle your left and right air bags are tied together, which defeats the corner weight aproach. The corner weight thing works on an ultra stiff coil sprung racecar, but maybe not so well on a 40' bus.
