Default Head lights - Security Lights Switch AKA "The Blair Switch Project"

When I switch on the engine or cabin batteries the headlights come on as high beam. I must turn on the light switch to get the rear lights to turn on. This is a 1991 36'SP. I looked for the dimmer under the carpet in the cockpit arera, but only found the horn. Other than taping out the high beams does anyone have a suggestion or work around? Thank you!

Tried that and there was no change in the status of the head lights coming on bright when I switch on the cabin or engine batteries. Any other suggestions? It seemed like a good idea to me.

How about the security switch in the bedroom. It turns on all the outside lights

So in addition, I am trying to find out why my batteries are not charging. I opened the inverter and charger cabinet and after fishing around for a bit I discovered that the chargers were not connected to anything. I read through other threads that Xantrex 40 3 stage chargers are a replacement for original equipment and a have a source near by. My question is, are there supposed to be 1 or 2 of them? It looks like 2 but I really don't want to over buy.

Richard I seem to remember Greg OConnor saying something about you cannot get the Xantrex Tru Charge 40s to work in pairs.

ATCKIP, Tried that, no change. I noticed when I switched on the cabin batteries there is a click and then the lights go on. Same thing happens when I switch them off. Is there a senloid in that compartment? Maybe it needs to be replaced.
