I think the OP is thinking the air Gov has something to do with the engine Gov.
It is confusing for most people.
The air Gov is really a pressure regulator but the trucking industry calls it a Gov.
Its not related at all to the engines power output.
My first question to the OP is have you changed the fuel filters lately?

I'm not saying there's not additional problems but if the compressor happens to be fully loaded trying to reach or exceed 150 psi and it's not cycling off, I think it could be robbing an extra 7 to 10 horsepower (maybe more) directly from the engine. It seems to me like that would be significant on a NA 3208 climbing a 5% grade?

Default having fun.lol

My original problem was that the brakes were dragging slowing me down since that they barely made it to 7pds.The Air governor was a direct BlueBird part,the original part number is still available from Bluebird.The big problem seems the drop in RPM when going up the grade. I have to go full throttle down to even make it. I use to be able to pull my trailer and car with no problem and now it strains under the weight. I have a diesel Caterpillar shop that i bring it too but all the old guys are retiring and all that remains are people who if they're not plug in into a computer do not know what to do!.

I have changed the fuel filter and no difference. I find that unfortunately most diesel mechanics have become technicians and no nothing about our beasts.My bus only has about 45.000 miles on it. Do you think it's time for a adjustment of the Valvetrain?

Try to ascertain that the throttle linkage is going to the stop. It could be as simple as the linkage being out of adjustment. Any black smoke from the exhaust at full throttle? If the injection pump has not been removed, not likely that the timing is off.
