Default Dual Hitch Receivers

My 98 LX has a second 2” hitch receiver right below the factory one. Can anyone think of a good reason for this? Maybe if you wanted to use some accessory, but I would expect you would want to tow from the top one. The bottom has bottomed out a couple times on small inclines. Thoughts appreciated!

THAT's how it's done! Brilliant! I never thought of that. I've been trying to figure out how we'd carry our bikes with our open trailer hitched up, AND still keep our two trailer spare tires.

My only complaint on this is that it can easily bottom out. The bike rack theory is good, but if I was towing a heavy trailer I would think the top hitch would be better?
