I believe that FAZA was and may still be located in the Los Angeles area and was an aftermarket parts supplier for Fiats, maybe this picture was taken at the old Riverside International Raceway. I believe that they were very popular in SCCA road racing back in the day and may have created the "Fiat Strada Abarth FAZA Abarth Lancia Bible".

I recognise the "EMPI Inch Pincher" VW from back in the day. They dominated their class with a VW air cooled motor. It was highly modified and very fast for that time. In Toledo, there was a team that raced SCCA with a VW powered open wheeled car. They took an El Camino and cut the cab off and grafted it onto the bed of a whole El Camino, creating a tag axle and put ramps onto the elongated bed.
Here's some more info on the Inch Pincher: http://www2.cal-look.com/nostalgia/inchpincher1.html

John,

I don't think that's Riverside Raceway. I grew up in Riverside and went to lot's of races there in the early 70's. It really looks like it might be in Palm Springs. There were a bunch of European car buffs in Palm Springs back then as I'm sure there still are today.
