Question High Idle Switch Affected by Cold?

Howdy, WOGers.
In preparation for travel, we turned on the engine block heater Thursday evening because the temps were dropping into the high 30's in Bernardo, NM.
Friday morning, the engine fired right up. In 10-15 seconds later, Jack flipped the high idle switch on. Nothing happened. Jack let the engine run for about another 1.5 minutes, tried the high idle switch again and it did engage. Is this a normal sequence of events for the high idle switch?

High idle actuator needs air pressure to operate I believe. This could explain the delay-not enough air pressure.

Thank you Aaron. My high idle has hesitated in the past and I never considered the air pressure.

the Ddeck engines do not require air pressure for high idle.

Howdy, WOGers.
Thank you for the replies. Jack had a SWAG that the switch might have a little corrosion. We'll see what happens tomorrow morning when we pull out of the Cactus RV Park in Tucumcari, NM. Morning temps are about 36 - 46 degrees.
