OK,lets narrow down the "good" voltage.
You say 12vdc going here and there.
How are you measuring that voltage?
With a known good meter?
is it 12v or is it 12,7 or 11,7?
This matters to a computer.
Do you have a load tester?
How old are the batteries?
We want to help,but we need accurate info.
Will the genny start and run?
I'm assuming the Cummins will start and run,does the voltage change with the engine running?
It should go up to 13.8 or more.

Let’s start fresh. The bats are maybe 6months. About 12.6 volts on starts. Power is at the starter large cables. I’m not getting power to the solenoid when the key is turned to start. The trans display doesn’t have power either iirc it will light up in run. I’m thinking the issue is delivering power to the components and not the components.

Under drivers window there is a wire labeled “hdlp sw to relay”. That is burnt in the connector. What is hdlp?

Don't know what hdlp is. Can you post a pic ?
I'm here in our bus and can check voltage if that helps.
The pic has a star noted where there is a 300A fuse in that box.
The starter solenoid is on the right side lower frame rail down by the oil pan.

There is a power wire running to the Allison box under drivers window . I is a large wire , maybe #10 gauge . Mine ran all the way back to the batteries if i remember correctly .
Does it have power ?

Unplug the connections to to Allison box and touch pad , inspect and reconnect .

Did you check the transmission shift pad connectors under the drivers window in the outside electrical compartment?
