Default Slow starting 8V92

My 1990 DDECII 8v92 just started starting slow. Crank for close to a minute, and slowly starts.
Took into Detroit shop.
Discovered if push throttle, starts as soon as I do that. Puff of black smoke, which is normal.
Tech had his computer hooked to it.
TPS, mass air sensor, crankshaft sensor all normal.
He is sure fuel or air in lines not a problem, as it runs perfect as soon as it starts. If air in line, it would stumble some on starting, and probably white smoke.
He is 99% sure it is ecm. They did not have one, but is on order now.
I cannot remember anything like this before talked about here before.
Runs perfect once started.
Any other ideas?
We're pretty darn sure NOT fuel or air issue.

When you say starts slow-do you mean it turns slow as if weak batteries or it turns fine but just doesn't start as soon as you think it should? My first thought in reading this was "starter". I have been told that they start on third time thru. If they had a proper detroit diesel engine tester on it, it would have told him if the DDECll was bad. I am thinking thats what you are calling a ecm. Those are quite expensive.

Did they check your fuel pump to ensure it is operating at the correct prssure when starting? Easy to do by installing a 0-100 psi gauge on the secondary fuel filter.

Your key is "push throttle, starts as soon as I do that" may answer your question.

If they had the ECM connect to the computer system it should have indicated any issues.

The injectors can be adjusted just like the valves. At 200k, my valves were fine, but the injectors needed minor adjusting.

1. Starter good. New last year. Cranks fine. Just not getting any fuel.
2. Fuel pressure good.
3. They will program new DDECII, install, and if it does NOT cure the problem, they will replace my original DDECII.

I know you said that the mechanic is sure there is no air in fuel, however: my 94 developed a hard to start issue where it took a lot of cranking to start after it sat four a few hours. turned out to be a vacuum leak in the line that goes to the dash vacuum gauge for the racor filter. I took the line off and plugged the racor hole and it starts immediately cold or hot!
Might be worth a look; easy to check.

It does it if try to restart immediately. Also, the instant you move throttle it starts, with absolutely no stumbling like you get if air in system.
