I have an update on this - my suspension dump light sensor is on a tee just upstream of the passenger front bags and was leaking badly. After replacing it this the situation improved greatly. Further improvements were made upon replacing the rear HCV rods, both of which were bent (not sure how). Now the bus airs up quickly and sits level - definitely an improvement. Thank you all for your helpful suggestions.
