I currently pay $100+/- a month for internet only through comcast at the house for 5-10 devises at any given time for streaming/phone/entertainment/work.

Carrying the Mobley $23 in the RV in conjunction with T-Mobile cell.

Can this system reliably replace both the Comcast wired service and Mobley?

SIMPLE ANSWER: Probably -- depends on how many StarLinks are in your area
CAVEAT: You have to move equipment (including "dish") between house and RV every time you switch where you're using it
LONG ANSWER:
To roam (use in the RV), you have to have "Portability" service featured enabled which costs $25/month plus de-prioritizes your service below the people around you with "Fixed" service, which is why I said "probably".

Once back at your house, you can try staying "Portable" and see if you still get adequate bandwidth. If not, you can turn "Portability" off to get back to normal priority (and save the $25). You would have to repeat the process every time you move between RV and house use. Since their e-mail says "seasonally", I don't know if there is a minimum time you must stay in one mode or the other.

StarLink is sort of making up the rules as they go along -- so far, pretty reasonable, but the separate category for portable use is relatively new. They obviously see enough risk in getting "deprioritized" that they are warning people that Portable service might not meet their bandwidth expectations in crowded areas. Hopefully, it won't get as bad as WiFi in RV parks!

I would say it is better for an RV or really remote house. I have one and it really has problems in weather (rain). But I have cellular backup on the bus, and I have $50 cable internet in the house so Starlink is pretty much a backup at home, and while primary on the bus it is backed up by cellular. I'm probably going to swap to the RV plan when they allow that because then I just pay when I need it.

I use a Mobley SIM in a Pepwave Transit modem with rooftop omni-antenna, while that works great it is nowhere as fast as Starlink.

Should be good news for Star Link users and those of you waiting for coverage:

SpaceX launches Falcon 9 booster for a record-setting 13th flight : Rocket delivers 53 Starlink satellites to low Earth orbit

Even better news is that the launch you reported is the first of three scheduled for this weekend! If all goes according to plan, there will be 159 more satellites as soon as they are positioned and activated. Downside is that Starlink is still under 10% of the number they say they need for full deployment so a lot more launches are in their future.

I don't know what you currently have but you will love it Crit. I have had mine for almost a 18 months and it has worked great and I hoped it would get my foot in the door for the portable units, which it looks like it will. I hope you like it as well as I have, but I have no real options out in my neck of the woods.
