Default Swamp Cooler Fan

I'm not sure if this is the right spot to post this question, so here goes anyway While working on the inside of my new found love, I have a swamp cooler fan located in the ceiling that, for right now has a vinal cover velcroed over the vent grid. I took the fan apart and found a loose wire, fixed the wire and the fan works great now However, there is one small issue. There are venting slats in the grid/frame that are to be open when the fan is running. There is no lever, or mechanism to do this task, nor is there any signs of where one would have been. Consequently, if I manually open the vent vanes/slats, I would then have to unscrew the frame/grid from the ceiling and manually close them then The hole in the middle of the grid/frame goes to nothing, and there has never been anything mounted to it using that hole I confused with this. It makes no sense. What am I missing

Possible it is a generic grill. In my line of work, we sometimes install diffusers that have optional dampers that snap onto the diffuser. Depends on the perticular job specs. Supply grills gets dampers, and returns do not.

Got two pics of the Kool-O-Matic fan louvers for you.

On mine there is two levers to close the vents. I tried to get a couple of pics for you Hoagie.
