You will have to energize the compressor clutch to determine wether or not it (compressor) is frozen. Freewheeling pulley tells you nothing about compressor.

I am only telling you this as I have encountered both situations. Dash air worked fine for several years - then the clutch went bad (pretty much disintegrated) - I replaced clutch - good for about 2 years - then compressor froze up. Compressor currently removed from coach. I am not sure if I will replace it or not. I run the genny and the front a/c - and use the blowers from the dash air to circulate air at pilot & co-pilot positions. Has been working just fine and front of coach is remains cooler than with just the dash air alone. (which is why I am in no big hurry to revive the dash air). Don't know how much it does or doesn't effect fuel mileage.
Look at it this way - you are going to burn horse pressure (horsepower) with dash air or burn fuel to run the genny - - - Same negative effect on wallet

I agree with kc - could we both are on the same meds
I keep my dash-air working sometimes I use it to clear up windshield,, but often we run genny and rood a/c- nice to have both

Power seems to be the same air on or off.
If you are getting 10 mpg on your BMC the whole trip must have been downhill.
