The HD I/M program will apply to all heavy-duty trucks, buses, agricultural equipment and personal motorhomes with a Gross Vehicle Weight Rating (GVWR) of more than 14,000 pounds travelling in the state regardless of whether they are registered in California.In April 2022, CARB indicated that they would exempt vehicles not registered in California but they have clearly taken a reverse position. I saw a news story where they have setup “checkpoints” to perform smog checks - this was just a test run of their up and coming new requirements.

I’m new to any sort of giant diesel-powered apparatus (outside of firetrucks). How do BB owners survive currently in CA with maintaining compliance? Seems like any sort of “grandfathering” will be eliminated when the CARB changes go into full effect.

I have not read much about this...( I guess I should!) I already have to test my Diesels every year here in Colorado along the Front Range. I just got my BMC emissioned and it tested at 12% Opacity. The limit here is 35% as I recall. . The guy that ran the test even commented how clean it runs. I guess that if the standards get tightened it will be tough to get these old birds to pass.

You have to be careful about headlines - the law DOES cover all the vehicles you mentioned. The detail of applicability, however, is covered in the final regulations. Out-of-state motor home exemption has not changed in the last 4 or 5 iterations and is included in the final reg which is being finalized this month (target implementation in October 2022). Here's the California Regs as posted on the CARB site... Final Regulation Order Title 13, California Code of Regulations Section 2195. Applicability. (a) {skipped} (b) This HD I/M Regulation does not apply to: (1) {skipped} (2) {skipped} (3) {skipped} (4) {skipped} (5) Moror homes, as defined in this HD I/M Regulation, registered outside of California and used for recreational purposes. (6) {skipped} (7) {skipped} (8) {skipped}

I can imagine several aftermarket companies will start making some emissions systems for older diesels in order to make them compliant; but they will restrict what little power the engines have.

In the past, "House Cars" pre-1998 were exempt as they had no emissions equipment and were pre computer engines. No idea what they are coming up with now.
