Default What do these handles do?

I've searched all over the group and can't seem to find any information on what the two black T handles do in the front cabinet by the driver's knee. My owners manual doesn't mention them either so I'm gonna ask here and see if anyone knows (which I'm certain someone does).
The resolution on my new smart phone can't be altered and the size of the photo I took of them is too large, so I can't post a photo unless someone can explain how to add photos as well and I will. Thanks in advance.

Thanks. I'll have to go and give it a try. I'm wondering if they are non functional now because my bus had a large renovation in the front area in 2009 and they made all kinds of changes to that area.

nope, it's accessed from outside. Those inside handles will release the outside panel so you can get to the load center. This picture is from a 95 that has twist/lock retainers to hold the panel, the 97 (maybe 96) had those internal release handles shown in post #1.

The 97 does not come off like the bus in the pics.
It will pivot up,kinda like the bay doors.
Unless its been modified to be like the 91-96WB's.
