How about two bolts and cut the heads down to fit within the pulley groove to push on the belts rather than bolt against pulley metal lips, with the wood blocks it allows for some give, I would be concerned with the possibility of bending a pulley lip.

I believe even this model fits down into the pulley groove against the belt.

If I need to do this more than once a year, might be worth the investment. Next time I'll use a lag bolt with a rounded head.
