Yes, but the perpetual 20% off excludes a list of items a mile long. The 15% appears to be anything in the store.

Thanks for pointing that out. I have taken advantage of this a few times and have lucked out. I just now followed the link in my text message and read the fine print. There are indeed a lot of exclusions.
