Default Dash wire mystery

While trying to troubleshoot my engine water temp gauge problem I found this wire. It's cut or broke with black tape on one side (maybe a poor attempt to connect) One wire with a proper splice into three. The three attach to the base of the upper dash panel under a glob of what looks like silicon. Maybe for the dash lights. I'm not getting any DC voltage readings. Does anyone have a schedmatic for a PT40 upper dash panel?

the glob of silicon is probably the El dash lights.
The voltage is not DC , it is AC RMS, 110Volts at probably 400/500 cycles.

the current is in milliamps
high voltage AC and a variable number of cycles
