Default Hot water not making hot water

The last couple of times we tried making hot water, we turned off the water heater be cause it smelled bad. This week at WOG people told me it is normal. Picture attached indicates the smoke it made tonight was not normal.

Does anyone know the wiring schematic of this? Not exactly the screw terminals I was expecting for a 110v thermostat and single element. I am guessing melted wire is on the thermostat... Don't know what would go on the other pair. If I take off the next layer does it look like a residential unit?

That site must be bad luck. My water heater went out during wog last year parked there.

That site must be bad luck. My water heater went out during wog last year parked there. The wires are capped inside that cover if you can get it off.

You're probably better off just replacing it. Mine developed a hole in the tank.
