Default Lower Mount Bolts on Upper Ladder

I noticed today the two lower bolts were very loose that attach the upper ladder to the rear cap. So loose in fact that they were not attached to anything! The right bolt, which is short, looks like it screwed into a nutsert that has come loose from the rear cap. The left bolt, which is much longer, must screw into something that has rusted to oblivion. It fits into what looks to be a tube molded into the rear cap. Did it have some sort of expanding nut in there?
