Default Stepwell light switch positions

Here’s a trivial question for the LXI veterans:
I can’t tell what the difference is between the two ON positions of the stepwell light switch - both positions turn the light on. It’s a Double Pole with center off.

It was miswired by Blue Bird for years. I fixed the '95 but haven't gotten around to fixing the '00. Here is a copy of George Morris's wiring correction to make one of the positions turn on the lights when the door opens.

thats a good question. one might be inside and the other outside (under the step)? I'm not sure but now that you bring it up I have seen my outside light under the step on and that very well could explain it since I don't know where the switch is LOL. You might have found it for me.
