OK, one month later and this issue is still not fixed.
I hooked up the TOAD light to the bus's 7 pin connector and it also does not blink when indicated, just lights up steady, same as the bus. He used a hand switch and jumped the solenoid and still got the same result.

There has got to be something between the front and the back that is causing this issue.

When we engaged the 4 ways, the back blinked randomly and out of time.
More than a little nervous to hit the road with no flashers or rear blinkers.

Do you have a test light?
Do you know how it works?
test all of the connectors in the trailer light hookup at the back of the bus, with the toad NOT hooked up.
Do not expect the hookup to be wired to code.
I doubt its a wire between the front and back.

I'll have my gear with if you want some help troubleshooting it at WOG. Here's what you will need to travel safely to WOG. If you encounter some mountains it would help, too:

We ordered a new LED 2 pin flasher, will be here tomorrow. I made a video of the issue, since I am apparently having issue describing the problem.

That tail light is one of the new LED ones, right? How is it wired?

Nope, the lower tail light is the new LED one. The upper one is the same original light fixture, unaltered but with an LED 1156 bulb, same as the front.

Told ya it was an odd one.

Are there relays back there for those lights somewhere? I think I saw those on a drawing for an FC. If so then maybe that relay is jacked up or miswired?

According to the wiring information on the 1983 coach, there are supposed to be 2 separate solenoids in the front electrical panel.
One for the left side rear and one for the right side rear PN 2005817 using 14 ga BLUE wires for the right rear and the left rear uses red wires.

Wondering if you have 2 separate flashers also.
Check these to ensure it is working

Also, look at the 1984 wiring diagram below.

I'm late to this party but here's a little info on the 4-ways. On my coach and some of the trucks I have driven, turning the wheel cancels the 4-ways. It did on my '82 PT40 also. If the little cancel pin happens to be opposite the 4-way push button, you can't push it in. Turning the wheel a little will allow the button to be depressed. When the wheel turns back, it will cancel the 4-ways. As an aside, that is really an irritating feature when you have to back into your drive. The 4-ways cancel every time you turn the wheel.
