Default Tag Axle Mystery Question (to me)

There are two beautiful LXI43's on BBBB; a 1999 and a 2001. Can someone please explain why the tag axles look different. The 1999 looks to have a tag that mimics the look of the steer wheel, while the 2001 tag looks the to be identical to its drive axle. For those in the know... please explain the difference?

I would think the one that looks like a steer is steerable and the other is fixed. Randy can probably confirm this. Hopefully he will chime in..

Steerable tag. Once you know what they look like you can spot them a mile away on any heavy vehicle. Rare on the WL. Love to get a hold of one (axle)
