Default Surging Hydrolic fan

For the past few days we have been driving in some very cold weather (well for someone from Yuma AZ) 30° This is when I noticed my hydraulic fan surging when the engine cold and we are just starting to make a run for the day.
When The engine is cold the fan kicks the engine loads down a bit and then it shortly there after kicks out again. It will do this what seems like indiscriminately to me. It seems to do it more if I have the engine on high idle.
If I takeoff and drive for a while and everything warms up everything seems to go back to normal. This is happened about three or four days in a row.
I have yet to get going in the morning On a warmer morning to see if it will make it go away.

But if the temperature is not the culprit I need to start thinking about what is the culprit.
Any ideas

Remember like anything hydraulic oil should come up to an operating temperature, when it's cold it will be thicker and not wanting to flow. You stated working once you drove awhile, Woody stated correctly may need a different viscosity in colder Temps .

Ok. All of you are correct half way. When I had the fan changed the shop changed all my filters except for the The tall one that uses the high-pressure seal. I had all the filters for them and the seal but they neglected to inform me that they could not find it until I had already paid and was ready to leave the shop. Upon my departure and I saw that they’ve used a higher viscosity hydraulic fluid than I typically use down in Yuma.
It was a little warmer this morning so things seem to settle down much faster.
We have now crossed back into Arizona/Nevada so if I have no further problems then the only thing I need to do is change out all the fluid again and filters when I get home.
At least that is what I understand from what you all have said???

Cold oil = the fan spins more when "off". When you speed up the engine, even though the fan is "off", there's enough cold thick oil to spin the fan even faster, like a lot faster. When the oil warms up, which takes quite a bit of driving at 30 degrees, it will settle down.

The on/off valve for the fan is a bypass, and it just can't bypass as much ice cold thick oil as when it's hot, so you get more flow through the fan motor.

Maaaaaark I'm not talking about a dash switch. I'm talking about the hydraulic valve that makes the fan go. Just trust me your fan is working normally.
