Definitely a breaker for the hot water heater . Mine is behind bed curb side along with all other 110 breakers. You should have a breaker in the panel box plus the switch you have located. Only other variables are the heating element and the over heat sensor that you are aware of. The fact that the red light on the switch is not red tells me breaker is tripped. Now why it has tripped you need to determine . Could it have been turned off rather then tripped?

There is a sensor in the hot water out side plumbing that detects the presence of water. That is connected to a small circuit board in an electrical box on the street side wall above the HWH. There is a large contactor in that box. The circuit will close the contactor if water is in the line and supply power to the HWH 110 volt circuit. When working properly this will prevent applying power to the heater element if there is no water in the tank.

Look for a white wire connected to a sensor in the output side of the HWH.

Interesting. I've heard that thing clicking open and closing while working back around that water heater never knowing its function. Learning all the time but forgetting faster .
