Likely splices for the battery charger. Peel all that off, you'll probably find a few split bolt splices. Correct methodology to seal a splice like that is not duct tape, they sell splice tape at Homeylowes and the rest. It's kind of stretchy, then you go over top of that with electrical tape. Electrician lingo is that the battery charger was bugged in, you need you some bug tape to finish that off right.
