I understand that the jake uses compression but I don't understand how the retarder works. I know it works off of the tranny but that's it. Also, I think I read something here that the 3208 is not suited for jake use. True?

Do an Internet search on "Allison Retarder." You'll find more information than you care to read. The charts are interesting...may be true for the NEWER transmissions. The transmissions of the 80's do not perform as the charts show.
