When you remove the stop solinoid the cavity should be dry. To check to see if the rack is stuck, there is a small cover behind the shut down solinoid that has what looks like a terminal connection with no wire connected. Take a continuity light and clip one end to the terminal and the other to a good ground on the pump.There should be no continuity. Move the trottle lever to the full or maximum position, if it makes contact your rack is free. I am asuming your 3208 is non turbo. If it is a 3208T or tubocharged, then you must remove the air fuel ratio control first.

You lost me Diesel Bill
I do have a Turbo what is the air fuel ratio control

I talked to a mechanic today & he suggested checking the coolant level
Mine was low & I filled it up

I will let you know the results

I'm sure you know by now if you've tried it that low coolant will not keep you Cat from starting. A diesel needs 3 things to run. 1 air, 2 fuel and 3 compression. All the rings did not collapse at once while sitting so you have compression. Unless the Godzilla of all Dirt Dobbers built a nest in your air cleaner you have air. The only thing missing is fuel. A lot of knowledge folk have suggested items to check and recheck on you fuel system. If all the suggestions have been tried without this thing hitting a lick, it may be time to spend a $ with a diesel mechanic on site. In our area its 105 per hour plus travel time for the CAT Contact Truck.

Can you explain the continuity check on this chunk of metal.
Are the contact points you suggest isolated by the lip seals???

The contiuity test is used when you are checking your total rack travel or fuel setting. It is normally performed after the fuel pump has been overhauled or when there is a power complaint. The rack travel setting is done with a dial indicator and special Cat Tools. When there is continuity, that means the rack stop pin is moving and unlikly the rack is stuck.

Andy, what's up with the 3208 Cat...did you solve the no-start problem? We are standing by to help...don't give up.

Hi Dick

No it has not started yet

We got a ton of snow & unfortunately it is parked outside

I am going to start by finding the fuel pump & checking it out when I get a break in the weather

When my 'bird had issues someone suggested i check the anti-theft switch. wasn't the problem with mine- but since yours is electrical in nature it may be yours...
